Origin
S.H.I.E.L.D. designed a new project, Project Kobik, in hopes of reinventing some of the world’s worst criminals. The plan was to take cosmic cube fragments from different universes and use them to warp reality as they saw fit. The plan fell through when the fragments’ desire to be together forced them to violently merge. Being from different universes however, the cubes took on a very abstract shape and were in agony. The sentient cosmic cube creation went out into the world and assumed the shape of the creature it associated with the most, a human, female child. The girl was then complete and no longer in pain
Creation
Kobik was created by Nick Spencer and Mark Bagley and first appeared in the Avengers Standoff: Welcome to Pleasant Hill one-shot comic (2016).

Pleasant Hill
Maria Hill and Doctor Erik Selvig, went on with the plans for Project Kobik, with a few redesigns. They raised the girl, Kobik, to use her powers to recreate villains and normal, nice people. She used her powers of the cosmic cube to locate the best within the villains and make that shown over all other qualities. The entire town of Pleasant Hill was a jail that held the worst villains remade. After Fixer broke free of her programming, he incited a revolution with the help of Baron Zemo. They both took an interest in recruiting her, but the Winter Soldier saw her as a weapon being utilized by S.H.I.E.L.D. and went there to investigate. When Winter Soldier saw that Kobik truly believed herself to be a little girl, he planned to rescue her.
During the big outbreak of all supervillains in Pleasant Hill, Winter Soldier managed to help Kobik out of the facility. She however requested to have ‘her friends’ come along. Winter Soldier recruited her, along with a number of former inmates from pleasant hill, all of them former members of the super-team known as the Thunderbolts.
Thunderbolts
After the battle in Pleasant Hill, Kobik, Winter Soldier and the members of the Thunderbolts team found a hide-out in an old facility formerly used by Nick Fury. There, the team re-formed themselves as the Thunderbolts and took it upon themselves to wash out the illegal activities that S.H.I.E.L.D. had been up to.
