Philip Chang was born in Hong Kong and joined the British Special Air Service. He joined Team 7 under the codename Bulleteer. He served as the team’s communication officer.
He has a talent for working with mechanical devices and can repair almost anything.
He is the father of Percival Edmund Chang, Grunge from Gen 13.
