No origin for his powers was provided.  Based on earth of the year 2040, the Red Comet uses his ability to control his electrons to both fly though space from planet to planet without the need of a space ship, and control his size to fight evil in the Universe. 
  
The Red Comet’s power to control the electrons in his body lets him both fly and control his size, so that he can shrink to only a few inches tall, or grow to over five miles high.
