This character is a hero from the Amalgam Universe. He is a combination of Red Tornado and the Vision.
 Red Vision is the Amalgam version of DC’s Red Tornado and Marvel’s Vision.

The Red Vision is a synthetic man created by Will Magnus. His purpose was to join the Judgment League Avengers and provide Magnus with inside information. His plan failed and Red Vision joined the team and used his powers for good.
