Tom Cullen is first stumbled upon by Nick Andros in the small town of May, Oklahoma. He decides to travel with Nick on his journey to find Mother Abigail at her home in Hemingford Home, Nebraska.
Tom is eventually asked by the first committee of the Free Zone of Boulder, Colorado to travel to Las Vegas as an undercover spy and bring back any information concerning The Dark Man and his established progress in the west.
