Zazzo is a boy who lives in another dimension and watches through his interdimensional apparatus Captain Marvel and his actions.
Zazzo used his Super-Duper Lightning Rod Helmet to attract Shazam’s lightning, transforming him and giving him Captain Marvel’s powers. His costume is of colors reversed from Billy’s.
Zazzo in super-powered form calls himself Zazzo-Plus.
Back on Earth, Zazzo-Plus does a lot of mischief until he manages to catch Billy Batson in his human form and puts a muffle mask on him so he can’t say Shazam.
With the muffle mask on his face, Billy passes by Freddy Freeman, who finds this strange and decides to pronounce his magic word: Captain Marvel. The lightning is attracted to Zazzo-Plus’ helmet, transforming him into the simple Zazzo.
Billy manages to get his hands on Zazzo’s helmet, and when Fred Freeman tries again to transform into Captain Marvel Jr. by invoking his magic words, the transformation ray goes to Billy who transforms back into Captain Marvel.
Captain Marvel arrests Zazzo, and soon his father, Zazzo The Elder, appears and takes him to his dimension to suffer punishment.
As a curiosity: Zazzo used the expression “Great Glooph” a lot.
