While he used to be a normal citizen of Genosha, 7781 tested positive for the mutant gene and became a mutate to serve his country.

7781 seems to work directly for the Genegineer as an assistant in the garden. His powers are pretty extraordinary, as he is able to quickly heal a piece of scorched ground after some Magistrates land a ship in the Genegineer’s yard.
