Beh-Osk was created by Bryan Q. Miller and Daniel HDR and first appeared in the Smallville: Season Eleven comic books.
Smallville Season 11
Eradicator Beh-Osk is a kryptonian from the 31st century and lives on New Krypton. There he works for the Judgment Council and wanted to arrest Cosmic Boy and Saturn Girl but was interrupted by Superman and his cousin Supergirl. After he saw Superman, Beh-Osk fall on his knees and said “Kneel before Argo’s Salvation!”.
