Jeremy Merrick is an Air Force Intelligence Officer and single father stationed at NORAD. He oversaw the Hate-Monger research and containment program.
Creation
Merrick makes his first appearance in The United States of Captain America #4 by Christopher Cantwell and Ron Lim.

Major Story Arcs
The United States of Captain America
Merrick is responsible for the tech imprisoning the Hate-Monger at a NORAD facility. He is guarding it when Warrior Woman along with her Captain America imposters, Sin and Speed Demon, broke in to release Hate-Monger. Merrick was eventually saved by the real Captain America with his former Captain America proteges and members of the Captain Network.
Soon after, Merrick got a death threat carved into his front door. Cap sent Bucky and Arielle to watch his back. When the other Caps followed Hate-Monger’s broadcast, Merrick determined it was a repeater and that they were walking into a trap. In his specialty plane, he flew Arielle and Bucky to where the other Caps were kidnapped, where they also convened with members of the Captains Network that Aaron Fisher was able to recruit.
Together, they were able to liberate the kidnapped Caps and stop Hate-Mongers plan to mesmerize the country into hating each other.
