Origin
Daisy Langdon was a young scientist who botched an experiment with radioactive cement. This accident caused her to be transformed into a cement monster, inhuman and incapable of feeling anything other than joy at the misfortune and pain of others.
Creation
Brutalist was created by Gerard Way and Nick Derington. She made her first appearance in Doom Patrol #9.

Powers and Abilities
Brutalist appears to be a psychic vampire, capable of deriving sustenance from the pain and suffering of others. She is made of cement, and thus superhumanly strong and durable, though possessing substantially less dexterity than the average human. She was trained as a scientist in an unknown field, and therefore is intelligent, as well as possessing expertise in at least one area.
