Charles Conwell was a detective for the Central City Police Department and close friend of Barry Allen (secretly The Flash). He campaigned to be the city’s District Attorney, but was assassinated by a mob hitman before he could take office.
After his death his daughter Stacy rented a room from Barry Allen while she attended college.
