Deering could not accept the idea of living  alone under the sea. He vowed to make the oceans fit for human habitation  . His method involved using machinery to steal skyscrapers and building himself an undersea metropolis. He planned to populate with abducted ship crews, properly mutated by his machinery.Â

When his mutation prooved temporary, Deering seemed to regain his sanity. Aquaman and Aqualad tried to help him deal with the effects of his previous rampage.
