Doctor Weston was ordered by Agent Red to find ways to control the Dinobots after they’d been found buried in an archeological site. His attempts met with limited success however, as the various Transformers he’s tried to control always had more free will than he realized. (It also didn’t help that Agent Red kept rushing the trail runs.)
He later was able to successfully control both Ravage and Lazerbeak, until Soundwave managed to regain control over them.
