Doctor Philippe Moreau was created by David Elliott for Titan Comics‘ A1: The Weirding Willows. He is based on the original Dr. Moreau from The Island of Doctor Moreau by H. G. Wells.
About
Moreau is a brilliant scientist and geneticist who studied under Charles Darwin until Darwin disagreed with Philippe’s ideas and plans to “play god”.
