The second person to take the El Diablo name was Raphael Sandoval. Sandoval was a rookie member of a city council in a small Texas town. He created his version of El Diablo from a festival costume, an old boxing persona, and local legends of the Devil. The local city officials have stopped him from pursuing a serial arsonist. He battled local thugs dealing in drug smuggling, human trafficking, and the hunt for a serial killer.
He was possessed by an Aztec god and took an a similar appearance to the Lazarus Lane El Diablo.
He was offered membership in the Justice League International (Justice League America #42) incarnation during a membership drive and was pulled out of retirement by Oracle for her defacto Justice League. Royal Flush Gang attacked him during his short membership at Enclave M. He was wounded, but was saved by the warden.
