Origin
Florence Tan is a doctor that worked with Stopwatch on the Stopwatch project. It was while working on this project that she was killed in the explosion that led Stopwatch to be a villain.
Creation
Florence was created by Tony Bedard, in the 2011 volume of the Blue Beetle. She is a motivating factor for the villain Stopwatch.
