Fog Prince holds a grudge against Bart Allen. After a humiliating defeat, he captured the mayor in the hopes that Impulse would come rescue him. Inertia, who was pretending to be Impulse at the time, easily defeats him.
Powers and Abilities
Fog Prince can manipulate fog. He is able to use it to create fairly solid creatures, which are then under his control.
