Alexei Ganger is the leader of a group of intellectuals that are trying to find a way to make the Earth a Utopia. The built the Satori, a massive mobile city in order to wroship their Cosmic Messiah, the Silver Surfer. Ganger built himself a large group of biotechnic clones known as the Gangers.

Alexei ordered the Puppet Master to be brought to him in order to lure the Surfer to them. When the Surfer arrived he was not impressed with their worship of him and refused to lead them.

With the help of Puppet Master, he was able to create his own Cosmic Messiah, which Puppet Master molded and Alexei gave life with some Power Cosmic stolen from the Silver Surfer by his Gangers.Â
