Andwella was a Protector of the Universe at some point in the past. She now exists within the White Room where all Protectors go when they die.
She interacted with Wendell Vaughn when he arrived within the White Room upon his nullification during the Infinity War.
As a former Protector she presumably wore the Quantum-Bands in life.
