Utilizing the super-soldier serum derived from kaiji blood, April Manning is able to temporarily enhance himself to a level at or above that of U.S.Agent and Battlestar. He was capable of beating both in hand-to-hand combat and demonstrated equivalent (or possibly greater) strength, which would place him at approximately the 10-ton strength level.
He also has a great intellect and seems to be a better fighter than the aforementioned two.
