Publication
Arrow was a superhero created by Paul Gustavson and was published by Centaur during the Golden Age. The first Arrow was secretly Ralph Payne.
After the fall of this publisher, he went into public domain. Later, he was used in the Protectors series of Malibu and was given a new secret identity Rick Parker.
Origin

Ralph Payne was a member of a U.S. intelligence agency. Feeling that he could not effectively fight crime in his civilian guise, he turns to costumed crime fighting, becoming Arrow.
Dynamite Entertainment
He went on to use his guise to fight wars throughout WWII until he, like a lot of his allies was trapped in the Urn of Pandora by the Fighting Yank. After 60 years in the Urn the Arrow was freed, but confused by his time in captivity accidentally shooting the Fighting Yank and killing him. He currently resides in New York which, since the Green Lama took it over, has been re-named, New Shangri-la.
Malibu Comics
Rick Parker was born and raised in Texas, USA. As a child, Rick Parker’s favorite hobby was hunting and he used the bow and arrow as his favored weapon, due to the challenge of mastering it. Rick Parker grew up to join the military and was recruited by an American intelligence branch to do work in Latin America. While in Latin America, Parker learned that the American government was financially supporting a sect of forces that decimated a city. He grew repulsed at his involvement there and decided to deliver justice by his own hands. He used his trusty bow and arrows and became the Arrow. His sometimes violent ways have prohibited him from becoming a member of the Protectors but his persistence finally allowed him a slot on the team.
The Arrow is a normal human being with extensive skill in the use of bows and arrows, making him an expert marksman. He has also been trained in unarmed combat during his time in the military.
