Biffy was a crook who committed a series of bank robberies. He was eventually caught by Green Lantern but he confessed to police officers that he was under some sort of puppet spell. The police were inclined to go along with his story because he was not known for robbing banks. It turned out that he was under the control of the Puppet Master.
