Origin
Bill Maxwell is an FBI agent who along with a school teacher named Ralph Hinkley encountered aliens in the desert who gave Ralph a super powered suit to fight crime as a superhero. The aliens also told Bill and Ralph that Bill was suppose to assist him in fighting crime. Bill abandoned Ralph that night but the next day came to senses and decided to help Ralph. Unfortunately by then Ralph lost the instructions to his suit and had to learn how to use it by trail and error. Despite this Bill became Ralph’s partner and helped him cover his tracks using his abilities and resources as an FBI agent.
Creation
Bill Maxwell was created for the television show The Greatest American Hero. The show did not last long however.
