Head of the Washington Special Crimes Unit. Romantically involved with both Dove and her alter ego Dawn Granger. He figures out that they are one and the same in the final issue of the Hawk and Dove series. Arsala is killed by the Monarch in the Armageddon 2001 crossover event and his murder is later referenced in Action Comics #679.
