Captain Black is Jackie’s oldest friend, however prior to the first episode of Jackie Chan Adventures the two have not seen each other for 6 years because of Black’s duties running Section 13. Section 13 is a top secret government organization which seems to deal mainly with tracking and apprehending members of the international criminal syndicate,The Dark Hand. He is a well known skeptic of Magic, or “the M-Word” as he calls it, even after witnessing Jackie and Uncle use magic. He does not truly believe in it until the beginning of season 2, and then he is shown to be considered a little bit crazy by his superiors and possibly unfit for duty.
