Using the King of the Vampires, a pair of Nazi saboteurs use Carlos to ruin a trade deal with the United States. Mr. Justice kills the Vampire King., which returns Carlos to his humanity. The spectral hero then defeats the Nazi agents.
In vampire form, Carlos can transform into a wolf or a bat, in the latter form he can fly. He also drinks human blood to sustain his immortality.
