Chi Fu is an administrative official in the Chinese Empire, though his rank is never mentioned. He is seen in charge of the effort to recruit soldiers and later accompanies the army to war. Slavisly devoted to his emperor, Chi Fu treats most other people with contempt. Quick to criticize others or ask for their punishment. He has no military skills and is often an object of ridicule by the rank and file of the army. Â

There is only one scene hinting at his personal life. When the soldiers converse about girls, Chi Fu mentions having a girl back home waiting for him. Claiming she is “unlike any other”. Yao instead deduces that the only girl capable of loving the man was probably Chi Fu’s mother.
