Chief Justice was the leader of the First Strike team before his failure to defeat Uncle Sam and the Freedom Fighters. After his defeat he was quickly demoted to second-in-command. His failure left him scared as well, not by his enemies but by his own superior: Father Time. He made an example out of Chief Justice by breaking off his pinky. He had multiple encounters with the Freedom Fighters after that, but he always failed to defeat them.
