Creation
Special Agent Cicero Deluca was created by writer Simon Oliver and first drawn by artist Robbi Rodriguez for the series FBP: Federal Bureau of Physics (previously called Collider).
In a Vertigo news column, writer Oliver describes the premise behind the character;
“[He]’ fuelled his early fascination with all things scientific working in a dusty TV repair shop. A child prodigy in the field of quantum mechanics, Cicero is part of the new breed, brains before brawn, a voice of reason when the situation defies rational explanation.”
