The Roxxon executive in charge of monitoring Harlan Ryker’s Cybertek division. After Cybertek was shut down by S.H.I.E.L.D, Burr continued to work with Ryker in secret, helping him and his other ex-Roxxon employees run the illegal Cyberwarrior project.
However, he still wanted Ryker out of the way after the projects’s completion, so he tipped off Deathlok to Ryker’s location, hoping the two would take each other out. He also hired the cyborg bounty hunter Coldblood to hunt the two down, adding an extra layer of insurance. Ultimately Ryker was arrested, but cut a deal and ran a sting operation against Burr, landing Burr in prison as well.
Burr hired the criminal Hobgoblin to kill Deathlok’s family as revenge, but Deathlok protected his family, showing up at Burr’s prison cell and threatening him.
