Origin
One of the sons of a South American drug empire, Claudio picked up the slack of running the empire when his brother, Marco, fled responsibility. For some time he ran the empire with help from his wife Elsa, and began formulating plans for expansion, although his hold on the empire was tenuous.
Creation
Claudio Mardon was created by John Broome and Carmine Infantino. He was significantly redesigned by Brian Buccellato and Francis Manapul. He technically makes his first appearance in The Flash #110, but doesn’t appear as a living character until Final Crisis: Rogues’ Revenge #3.
Character Evolution
Silver Age
Though barely physically appearing, Clyde Mardon was central to the origin of his brother, Mark. In this Age, Mardon was a scientist who was working on weather control. He died of a heart attack and was found by his brother, who took his weather wand for himself, or possibly used Clyde’s notes to complete the wand. This version of the character is the elder of the two, and he is American.
Modern Age
During the Modern Age it was retconned that Clyde was killed by Mark after attempting to turn his escaped brother back in to the police.
New 52
The New 52 introduced Claudio’s current origin. He is no longer the source of the weather wand. It is unclear if he is the elder or younger brother.
Major Story Arcs
Weather Wizard
Attempting to keep his empire from crumbling while in Central City, Claudio reaches out to his brother, who is an established criminal there. Before they can meet, however, Claudio is assassinated. Eventually, it is revealed that his assassination was a plot on the part of his wife to take out what she viewed as his ineffective leadership, and to draw his brother back into the fold.
Powers and Abilities
Claudio has no known superhuman powers or abilities. He is fairly intelligent, and a competent leader.

Superman: The Animated Series
Still alive and called Ben, Clyde appears in the episode “Speed Demons” as the younger brother of Weather Wizard who has been press ganged into helping his brother in his schemes. He helps Superman and the Flash defeat Weather Wizard. He is voiced by Lorin Dreyfuss.
The Flash
Clyde appears in “Pilot” as a bank robber who works alongside his brother. He gains the metahuman ability to manipulate the weather in a STAR Labs accident. He is shot dead during the commission of a crime in the episode “Out of Time.” He is portrayed by Chad Rook.
