Cooper Santiago

Overview

Cooper Santiago is a character created by John Francis Moore for his short-lived series Touch – named after the nature of Cooper Santiago’s super power, the ability to touch another person and give (and take back) super powers to them. However, Santiago is a man interested in money and fame, not saving the world and keeps his powers secret to all but a few. 
Instead of helping create a Justice League/Green Lantern Corps type organization by granting powers to those who deserve them and can handle the responsibility of great power, he finds people he feels he can control – typically people with a bad history – and with these people he runs a company that offers superhero protection – for a price. 

Powers

Simply by touching someone, Cooper Santiago gives that person super powers. But, what type of powers manifest and the intesity of them is not under Santiago’s control.  
If Santiago desires, he can also take away the powers he gives someone by touching them again. Allowing the people he picks to endow with superpowers know that he can take them away gives him leverage to control his recruits who want to stay superpowered and famous. 
The downside to Santiago’s power is, like Midas, he cannot touch a person with his bare hands without automatically using his powers. This forces him to always wear gloves and multiple references are made to negative effect it has had on his romantic life.
