David Caldwell is first introduced in Batman: Urban Legend #21 where he is picked up by the GCPD for committing no crimes. A judge decides that since he is the son of Elliot Caldwell (Wrath) and they can’t find his mother he will be sentenced to live at the new Arkham Academy where he is forced to where a Scorn costume which he has never used.
