Creation
During IDW Publishing‘s reboot of G.I. Joe they decided along with Hasbro to recreate the original Dial-Tone as a female character. In the G.I. Joe Rise of Cobra game it is mentioned she is Dial-Tone’s sister, but this has not been revealed in the IDW continuity.
About
Dial Tone was originally just one of the “Frobbits” staffing The Pit. When her expert knowledge with telecommunications was noticed and she joined the Special Missions Team under the leadership of Scarlett. She is an invaluable member of the G.I. Joe fighting force. She currently holds the rank of Corporal (E-4)in the United States Army.

G.I. Joe Resolute
Dial-Tone is a young telecomunications expert and in the United States Marine Corps. In Resolute she works primarily behind a desk and shows her prowess out by locating both locations of Cobra Commander’s bases for firing his weapon. She came up with 5 theories as to how COBRA was staging its attacks. She also explained to Flint how COBRA was blocking satellite communication while still allowing radio signals to get through.

G.I. Joe: The Rise of Cobra
Dial Tone had a minor appearance in the 2009 film when the G.I. Joe team was attacking the MARS base in the Arctic where Rip-Cord was destroying the nanomite. She was in the command room of Tthe Pit locating the missiles for Hawk.
Games
G.I. Joe: The Rise of Cobra
In the video game based on the film from, Dial Tone appears as a support character. Her data file states that her real name is “Jill J. Morelli,” and that she took over her brother’s (Dial-Tone) post on the team after he disappeared on a mission. She is voiced by Aimee Miles.
