Doc 30 was an evil scientist who buyed and experimented with young metahumans, who he tortured in a secret facility until they break mentally and submited to his control. His plans however would be twarted by Ferro.
Doc 30 was a homage to Charles Xavier in the same way as Gladiator is a Superboy homage.
