Dr. Flack went by the name Dr. Nemo after the Quantum Juice gave him the ability to only be noticed if he concentrated. He appeared in the New 52 as a major antagonist in the Static Shock series, having developed a new, improved Quantum juice formula. He is hinted at having a connection to the departure of Static from Dakota.
