Dr. Vance was created by John Broome for his issue of Green Lantern #8 – The Challenge from 5700 A.D.!

The Challenge from 5700 A.D.
In the year 5700 Dr. Vance and his team of archeologists were working in the Arizona desert, when they unwittingly opened a cavern into an underground world, in habituated by the Zegors. Dr. Vance was the first of his team to be blasted by a Zegors’ eye blast and vanished infront of everyone’s eyes.
Later Green Lantern, who was transported to the future, figures out that Dr. Vance and everyone blasted by the Zegor’s eye beams are not destroyed but rather shrunk down to microscopic levels. Green Lantern is able to use his ring to return Dr. Vance and everyone else to normal size before he leaves and goes back to the year 1961.
