Powers & Abilities
Earl leads a group of mutants who operate a deadly amusement park and toll booth out in the The Cursed Earth. He also possesses a powerful form of Apathy; with a single touch he can made an individual stop moving and with a second touch, they fall to the ground; this is shown effective against Judge Dredd.
