“Smooth” Eddy Shiloh was a criminal accomplice of Dr. Tod who attempted to blackmail the U.S. government by threatening to release the Wild Card virus over Manhattan. Shiloh parachuted out of the bomb carrying blimp when Jetboy attacked. Shiloh became the sole survivor of the caper and never got over his guilt at having a part in Jetboy’s death.
