Felix Guillermo Caridad was the President of Tierra Verde and a major producer and trafficker in Cocaine. He had a long established working relationship with the United States because of his anti-communist activities during the Cold War. The Unites States army once loaned him Nuke, one of their super soldiers. Caridad was since obsessed with Tierra Verde acquiring its own super soldier.
