Brief History
He was the Director of the Office of National Emergency and he used his power after the Decimation to try and end the 198, he managed to get Johnny Dee to use Leech and Magma to kill their biggest threat, Mister M.
Afterwards his kneecaps were broken by Valerie Cooper for this action and both he and Johnny Dee were sent to prison. There he had his necks snapped by Johnny who had created a voodoo doll version of the General.
