Tough man, typical army officer. He dislikes “communistic turds”, “peace freaks” and the”rabble” soldiers (like the ones we can find on Valley Forge.
After his inspection of the base, he tells Captain Castle that it is a rotten one (lousy soldiers, old and rusty weapons, drug smuggling…) and that he is about to make an exemple out of it and close the base. Meaning sending Castle and his company back home.
Castle doesn’t want to be sent back home and knows this base can be useful since it is the only base having an eye on Cambodia. But General Padden is inflexible.
Castle makes one last attempt at showing Padden how useful Valley Forge Can be and he secretly leads him on a dangerous mound where there are enemy snipers at work.
The General gets shot right in the head and can no longer threaten Valley Forge.
He is maybe one of the very first victim of Frank Castle.
