Guillotine was one of three human subjects experimented by Hydra to create their own version of a super soldier. He was a beserker with razor sharp appendages implanted within his flesh. The three subjects escaped from a Hydra genetics lab and Baron Von Strucker assembled his elite bounty division to go after them.
