Haley Donovan is a United States Federal Marshal who recruits Green Arrow on a case. She requested him to help her with a prison transport of Billy Miggs to a Federal Prison in Arkansas. After a brief escape by Miggs Green Arrow and Haley Donovan eventually found Miggs and stopped him and his followers from killing more people. After it was over Haley Donovan thanked Green Arrow for his helped and hoped to work with him again.
