Origin
The Hat is a powerful Earth elemental, with a measure of invulnerability and an ability to breathe fire. He is affiliated with The Elite. Manitou Raven at one point refers to him as Rampotatek. Vera Black later calls him the Dragon, and implies that he is retiring.
