Appearance
Fubuki is a beautiful young woman with a mature, buxom, and curvaceous body. She has emerald green eyes similar to her sister, and sleek, glossy black hair. She usually wears a skin-tight black dress with thigh-high boots and decorates herself with jewelry.
Personality
When first introduced, Fubuki seemed strong-willed, charismatic, and confident, but at the same time slightly insecure. She is intelligent, like her sister Tatsumaki, but she is more level-headed and collected. Though, Fubuki has a strong ego, which has led her to attention-seeking in the past.
However, despite Fubuki’s psychic talents and potential, it has been shown that she internally harbors a massive inferiority complex, being insecure and frustrated at living in the shadow of her much more powerful older sister Tatsumaki. While she agrees with Genos that she is well capable of reaching the higher ranks of A-Class, she believes she could never reach the top of it, let alone reaching S-Class, due to Sweet Mask’s gatekeeping at Rank 1 of A-Class preventing anyone from advancing to S-Class. As such, she gathered lower-ranked B-Class heroes, hoping she might one day surpass her sister through strength in numbers, as opposed to Tatsumaki who prefers to work alone.
Relationships
Saitama
Fubuki strikes up an odd relationship with Saitama after her introduction, occasionally showing up at his house with his other acquaintances. Intrigued by how S-Class heroes have befriended him, she clearly wants to change herself and be a better person. She is, however, persistent in her efforts to recruit Saitama, as she is aware of how strong he actually is, resorting to persuasion or trickery to have him join her crew. She also goes to the point of bargaining information in exchange for Saitama giving her the majority of the credit. She sometimes exposes her softer side to Saitama. For example, she had enough decency to bring the cabbage he left at the restaurant, even though he ditched her with the bill. She even tried to hold a meeting for the assault on the Monster Association. She was eager to meet Saitama before the assault on the Monster Association, despite their earlier mishap.
Tatsumaki
Fubuki’s older sister and fellow esper. Fubuki highly respects Tatsumaki and desires to be acknowledged by her. Fubuki wants freedom from Tatsumaki deciding everything for her. Fubuki has an inferiority complex because Tatsumaki always making Fubuki’s efforts seem useless with her overwhelming psychic power. Tatsumaki highly criticizes Fubuki for having followers and losing to Demonic Fan and Do-S. Regardless, Tatsumaki still comes to her sister’s aid if Fubuki so much as gets injured from monsters. However, while Tatsumaki is too proud to admit it she genuinely loves her sister and Fubuki is too afraid to know her sister on a deeper level. However, they are still close enough to engage in daily activities, such as go shopping together.
During the battle against the Monster Association, Fubuki showcased her love to Tatsumaki, worrying about and wishing to help her. After meeting her sister again, despite Tatsumaki dismissing her, Fubuki still declared that she would do whatever it took to help her in a way Tatsumaki couldn’t do by herself. Feeling she understood her sister just a bit better now and believing that Fubuki has grown, Tatsumaki was satisfied.
Sweet Mask
Fubuki holds a certain level of respect and fear towards Sweet Mask’s strength. Fubuki believes that she will never reach S-Class because of him. She describes him as a “monster”, similar to her sister, Tatsumaki.
Genos
Like Tatsumaki, Genos’s relationship with Fubuki is rather strained, although arguably not as bad as Tatsumaki. The two don’t often communicate with each other, but they don’t appear to have a friendly relationship. This is seen when Genos rejects and slightly berates Fubuki’s attempts to have him join her Blizzard Group. This tension is displayed when Genos jokingly threatens to incinerate Fubuki during a hot-pot dinner as a result of her attempts to lure Bang, Bomb, and Dr. Kuseno to join her group.
During the battle with the Monster Association, Fubuki along with the other heroes found Genos on the verge of exploding. Despite the cyborg told her to leave, Fubuki would step up and use her powers to save his life, regardless of the toll on her body for doing so. Due to the fact that Fubuki suffered to save Genos from certain death, Genos now apparently holds a high degree of gratitude towards her.
Blast
While Fubuki has never interacted with Blast, she is aware of his power and considers him to be the strongest hero. She also seems to well aware of Blast’s history with Tatsumaki, and while she is grateful for Blast saving her sister, Fubuki also feels upset at him. This is mainly due to the fact that after Tatsumaki was saved by Blast, his words left a ‘curse’ on her heart.
Blizzard Group
Fubuki is the leader of the Blizzard Group and commands respect from her subordinates. Fubuki greatly appreciates her fellow members and is not willing to harm them when they were being mind-controlled by Do-S. While Fubuki does care about the Blizzard Group, she uses it as a crutch for her ego. Even if it’s not official, Fubuki considers the Saitama Group as part of the Blizzard Group and treats it as a separate branch much to the annoyance of Saitama and co.
Lily
Lily is her personal assistant and part of the Blizzard Group. Lily expresses admiration towards Fubuki and states her as the reason for becoming a hero. Likewise, Fubuki entrusts Lily with the running of the Blizzard Group.
Powers and Abilities
Fubuki is said to be one of the strongest heroes in her group and class, of course with the exception of Saitama. She does claim that she is capable of reaching an upper rank in the A-Class, though she was easily beaten by the Demonic Fan. Fubuki is a good, strong leader able to lead others, and they obey her back. She is also very gifted with her psychic abilities and has taught every single member of the Blizzard Group, as well as teaching them at least one psychic ability each. She also claims to be capable enough to reach an upper rank in A-Class. However, she was easily defeated by the Demonic Fan and was knocked out. Physically, she appears to be no different than a normal person; Child Emperor’s scanning device listed her at a mere “19” while many B-Class heroes are in the several hundred, and A-Class in the thousands. It should be noted that the results of the device were later declared not reflective of the heroes’ actual physical attributes and fighting ability.
Flight
Fubuki uses her psychokinesis, which is strong enough to levitate her in mid-air and fly. She can also accomplish this in quick bursts if needed.
Telekinesis
As an Esper, she possesses psychic powers, just like her sister Tatsumaki. With her powers, she is able to sense when her sister is near, or when large amounts of psychic power are used. Her psychokinesis provides her with versatility and an array of powers, which is helpful in fights.

Rumored Monster Arc
Fubuki is informed by Eyelashes about the report from the investigation in Z-City’s ghost town and the destruction wrought by his fight with Kombu Infinity. She refuses to look into it.
Human Monster Saga
The Blizzard Group Arc
Fubuki, along with Eyelashes and Mountain Ape visits Saitama’s apartment to convince him into joining their group. However, Saitama refused. Eyelashes and Mountain Ape then attacked Saitama, but it backfired as Eyelashes and Mountain Ape was easily knocked out. She expresses her will to secure her position as Rank 1 in B-Class and attacked Saitama with a psychic barrage, but Saitama is not impressed by her ability. Saitama easily withstood all of her attacks and even patronizes her about being a hero. Out of desperation, she proceeds to attack Saitama with a box cutter but was caught up by the impact of Genos’ attack on Speed-o’-Soun d Sonic. Saitama quickly got between Fubuki and Genos’ attack, which injured her slightly. Wondering about Genos’ presence, she is more surprised that the S-Class hero actually called himself the disciple of the B-Class Saitama. Genos recognizes her but misinterprets her position as the result of a failed attempt at taking down Saitama when in actuality she was caught in his attack. Fubuki later observes the fight between Genos and Sonic, noting their incredible speed and bracing herself for Genos’ attack.
Upon observing Saitama’s ability while battling Sonic, she found that Saitama is too strong and not normal at all. After the incident, she revealed that she is the sister of Tatsumaki and has an inferiority complex due to her sister’s own power. She decided to form the Blizzard group in order to surpass her sister, who prefers to work as a lone wolf. Although she acknowledges that she can get to the upper ranks of A-Class, she reveals her desire not to advance, due to the A-Class heroes being overwhelmingly powerful, such as the Disciples of Atomic Samurai and the gatekeeping Sweet Mask. In a final attempt to persuade Saitama in joining her faction, Fubuki belittled Saitama, saying he won’t be able to advance in the rankings. However, at the entrance of King, her opinion of Saitama changed and since then, she wanted to follow him. She later began hanging out at Saitama’s apartment.
Monster Raid Arc
Fubuki stops Do-S’ whip in mid-air before it is able to hit the Blizzard Group, stating that she will release the heroes of the monster’s brainwashing. As the fight continues, Fubuki is struggling against Do-S. All of Fubuki’s subordinates have turned into love slaves, but she refuses to harm them. During the fight, Fubuki recalls Saitama’s patronizing, and the thought enrages Fubuki. She launches a wave of telekinesis, stopping all of the love slaves in motion. While Fubuki is struggling to hold off Do-S’ love slaves, Do-S’ whip eventually manages to hit Fubuki. Do-S then proceeds to hit Fubuki multiple times, which rips apart the back of her dress. Believing that she has Fubuki’s mind under her control, Do-S approaches Fubuki and tells the hero about her plans to lure Tatsumaki out. Infuriated, Fubuki sends Do-S flying back. Before Do-S could get a hold of the situation, Fubuki uses Hell Storm, which slightly injures Do-S. As it turns out Fubuki did not succumb to the monster’s mind control, Do-S changes her plans and decides to kill Fubuki instead of using the hero to lure Tatsumaki out. Fubuki tells the monster that her sister would come anyway. Tatsumaki causes an explosion in the city where Do-S and Fubuki are fighting. When she arrives, she immediately tells Fubuki to go home and that she will handle the rest. Do-S orders her love slaves to attack Tatsumaki as a distraction as she escapes, but Fubuki begs her sister not to harm them. Tatsumaki immobilizes all of the love slaves and tells Fubuki that they will only get in her way and not call them her allies. She then takes off to find the rest of the monsters.
Super Fight Arc
Fubuki is one of the heroes seen fighting against monsters when Suiryu is calling for help.
Monster Association Arc
After recovering from her fight against Do-S, Fubuki visits Saitama’s apartment and sees that King and Saitama are playing video games, Bang and Bomb are recovering, and Genos is repairing himself. She informs them about the growing threat of the Monster Association and the need for them to act, but Genos states that they just fought a battle. It is revealed here that Genos, Bang, and King’s communicators with the Hero Association have been destroyed due to their fight with the monsters. While Bang, King, Bomb, and Genos stay back to recover (although King says he just has other things to do) Saitama heads out to hunt for Garou and buy some cabbage. Fubuki thinks to herself that getting Saitama to join her group will be harder than she thought.
Saitama finished his meal but discovers that he lost his wallet. Fubuki finds him and offers a guaranteed top-5 B-Class rank as long as he obeys Fubuki and giving her 70% of the credit. Instead, Saitama leaves to chase after a dine-and-dasher, leaving Fubuki with the bill by tricking her into eating an extra order of french fries. Saitama eventually returns to his apartment whereupon King, Bang, Bomb, and Genos are worried over Saitama’s state of mood. Fubuki returns with the cabbage that Saitama left behind and is angry at Saitama for ditching her. Soon afterward, Dr. Kuseno visits in full battle gear expecting Genos to be in danger because of his distress signal. After finding Genos fine, he gifts Saitama with expensive beef. Fubuki then joins Saitama’s group for hotpot with the expensive beef, tofu, cabbage, and various other food. Having been called up to the fight against the Monster Association but being called off at the last minute, Fubuki makes her way towards Saitama’s apartment, knowing in mind that Tatsumaki was behind the Hero Association’s decision not to include her in the line-up, and swears revenge against the Monster Association for humiliation and putting her Blizzard Group into hiatus. After meeting up with Genos, Bang, Bomb, and King, and finding Saitama missing, they decide to head off for the Monster Association, with Genos staying behind to wait for Saitama. Bang, Bomb, and Fubuki are later seen sensing the Monster Association’s HQ crumbles caused by Saitama’s punch to Overgrown Rover. When Saitama fights Orochi, Fubuki is seen being protected by Bang and Bomb from Orochi’s lightning attack.
Fubuki senses psychic energy emitted from Gearsper. She initially thought it was outputted by Tatsumaki but realizes it was caused by someone else. Fubuki, Bang, and Bomb later encounter Overgrown Rover. Fubuki shields the group from the monster’s energy blast, and they run for cover. She then uses a psychic ability that relieves Bang and Bomb of their joint pain, and they attack Rover.

A New Wind Blows
During the fight against Demonic Fan, Fubuki and the Blizzard Group try to defeat the mysterious being but are easily beaten by it and are subsequently rescued by Fubuki’s sister, Tatsumaki who takes her away after defeating the monster.
Struggle of the Blizzard Group
The Blizzard Group is in need of a new car. Fubuki suggests that there are plenty of flyers nearby and if they, the Blizzard Group, work together they should be able to earn 5 million, enough to buy a new car. The Blizzard Group begins on their part-time jobs for a week, Fubuki decides to hunt down criminals and monsters. By the end of the week, she earns 2 million. By the time they finally get a new ride the disaster alert goes off, the Blizzard group mobilizes to meet it, only to be caught in traffic. Another as of yet unnamed hero soon dispatches it, however, leaving Fubuki rather despondent.
Numbers
Fubuki once again attempts to convince Saitama to become a member of the Blizzard Group. When it’s clear Eyelashes’ arguments aren’t working – Saitama is distracted with video games – Fubuki offers to have Saitama and his group (Genos, Bang, and King) go up against the Blizzard Group and whoever loses has to do whatever the winner says.
Fubuki then has Saitama and his friends play her group at fighting games, Bang losing due to not knowing how to play, Genos crushing the controller, and Saitama not being skilled enough. Eventually, it comes down to King who proceeds to defeat Fubuki’s men in a thirty-game winning streak. Shocked, she follows Saitama and his group as they deal with a Demon-level threat several other Heroes were caught up in. When Child Emperor scans Fubuki and shows that her physical abilities are the same as an average person she sinks further into depression.
Saitama tells Fubuki she should stop being so concerned with rankings and power levels and letting her surroundings rule her. Remembering her sister saying the same thing, Fubuki comes back to her senses and proceeds to annihilate a swarm of parasitic monsters with her psychic powers. She admits she lost to Saitama but claims she still hasn’t given up. Reminding her of the bargain of the bet, Saitama has her treat him and his friends to dinner. She then delays it when she counts calories.
OVA
The Sisters Who Have Too Many Things Happening
After Fubuki and the Blizzard Group get rid of one of Deep Sea King’s leftover henchmen, they are disheartened to learn that their heroism didn’t make the next day’s newspaper but everyone else’s (including Tatsumaki) did. Fubuki takes this the hardest and decides to go on a train ride to City Z to clear her thoughts. Genos, coincidentally, happens to also be on the same train with groceries. Later during the ride, Genos receives a call that an ex-Hero planted a bomb on the train and that it will detonate once it reaches the train station. Fubuki evacuates the panicked civilians off the train while enlisting the help of a budding, C-class hero to find the bomb; Genos tries to slow down the train from the outside. As Fubuki evacuates the C-class hero and hesitates while thinking about what to do with the bomb, Tatsumaki appears and successfully allows the train to detonate with no casualties; Fubuki once again expresses envy towards her older sister’s actions. On the walk back, Fubuki meets up with Swim, who expresses gratitude for Fubuki’s actions and wishes to join Fubuki’s group once she reaches B-class.
