Cyborg Howard Quartz is the owner of Ro-Busters, which uses surplus robots bought cheaply and considered expendable (by Quartz if not the robots themselves) to handle disasters, carry out demolition work, and basically do any dirty, dangerous job humans would prefer to avoid doing themselves.
