Hurricane is the international firestorm sanctioned by the government of Great Britain. He first meets Jason Rusch in Paris as they try to defeat rogue firestorms under the orders of Ashra Khan to destroy the Eiffel tower. He works alongside the French firestorm, Firehawk.
He later joins the fight against the monstrous creature Scorn, who was created by the fusion of the Pozhar (Russian co-creator of the Firestorm Protocols) and an unwilling Ronnie Raymond. Before the battle can be decided, Hurricane is killed using one of the backdoor kill-switches built into the Firestorm Protocols by Zithertech CEO Candace Zither.
