Joey Toledo worked for the 1000 when it was called the 100 back in the slums of Metropolis. He was a drug pusher who crossed paths with the Black Lightning. The Black Lightning took out his gang just to give him a chance to turn himself in and rat out the 100 but Joey had different ideas.
