Johnny Kitano was a special magistrate for the government organization Homo Superior Crimes Against Humanity.Â
A mutant himself, Kitano despised mutants like Magneto and Mystique who gave mutants like himself a bad name through their public acts of terrorism. Kitano captured Mystique and prepared to illegally execute her for her crimes with his mutant powers before she was rescued by Professor Xavier.
